Hey dumbass, unless you just want land for hunting on, you can't just will a house into existence. You need a well, you need a septic, you need to build the infrastructure. Even if you don't have an HOA, there are restrictions in the middle of nowhere and there is no generalized answer. You could live in CletusVille, Bumbfuck USA and still have to get permission when it comes to building things. Things that displace water drainage for example. You can't just haul in endless dirt and build roads and foundations wherever you please. You can easily buy cheap undeveloped land that is worthless. You can ignore regulations and get sent a cease and assist letter. Worse, you can run into problems with the Army Core of Engineers in some cases. There is a reason why the land is cheap, 90 acres on good buildable land, especially land with good fertility and value, can cost you exponentially more money. Always get good representation or second opinion when buying some undeveloped cheap land because you never know what you are getting. There are many questions.

Even without building codes there are county codes you have to follow. There is a government body with regulations about certain things everywhere in the US. Environment and land management is taken seriously in every county.
