TLDR. verified accounts are not verified if the exchange detects unusual behaviour. in my case what flagged my account was that I cancelled (!) an ongoing btc withdrawal so I would save on fees. now I need to repeat fucking KYC you dumb fucks. I fucking cancelled a 0.006BTC withdrawal to make it a 0.01BTC withdrawal and they fucking locked my withdrawals until I re-send ID that I sent 6 months ago, ffs!
