The US has the most advanced refining ability in the world while at the same time is constrained in refinary capacity because of environmental lobbying and expectations of electrification making it impossible to build new refineries.

So, this causes the US to import heavy crude which other countries have a hard time refining and exports light crude which other countries can refine.
