You're mostly right. BTC ATH is relevant but what you should be looking at is the price of UNI which indicates overall altcoin volume.

This time is definitely different however. Right now, the price of UNI is lower than it should be which indicates a generally low volume moving between altcoins in relation to volume being moved into eth. Maybe people are riding BTC and ETH for as long as they can this time since this is the biggest bullrun the crypto markets have ever had. (note: CAKE is too young to draw conclusions from).

If this is the case, when the btc/eth in-volume does move, they will mostly be looking into stable-ish altcoins with some sort of future such as KNS and AVI. We may see ETFs, eventually, after the eth ETF is finalized involving the more promising tokens. After such an event we'll finally see some altcoin in-volume.
