Surge pricing only works as a convenience tax. Ok there's 50 people trying to get an Uber but 10 Ubers available. There's already been enough capacity built up to service lunch our traffic. In fact there's surplus capacity because half the former lunch rush are working from home making their own meals. If people feel like they're getting gouged they'll buy their burger from the other fifty other places with surplus capacity.
