For years, anons have suggested that Ripple is suppressing the price of xrp, and that they are doing this so that banks and other institutions can buy XRP cheaply.
While I think this is true, I don't think this is the main reason.
XRP's price has been low for years; how long do banks really need to buy XRP?

I think a more likely motivation for Ripple to suppress the price, is so that they can lower the fine they will have to pay the SEC.
The more XRP is worth, the more the SEC can fine Ripple.
Suppressing XRP's price, reduces the amount of money that Ripple will have to pay.
Once Ripple pays the SEC their fine, a large motivation to suppress the price will no longer exist.
They may decide to stop the suppression at that point.
But there are a couple of caveats to this.
They may decide not to stop the suppression.
The other theory behind why the suppress the price, is to keep xrp stable.
Stable, as in rarely having big price fluctuations.
Banks don't want to use a volatile asset.
Although, this does beg the question of how xrp will ever be allowed to rise in price, since that would be volatility.

The other issue is that unless Ripple settles, they need to maintain the charade of keeping xrp low in price, until they and the SEC have exhausted all appeals.
In other words, the Supreme Court.
Imagine if Ripple and the SEC agree on the amount of the fine, and then Ripple turns off the suppression.
Price goes up a lot.
Appeals process continues.
Does the SEC have a way of appealing the fine amount, based off of xrp rising in price, or is the fine set in stone once they both agree to it?

Assuming they stop the price suppression, xrp still may not go up in price.
We've been disappointed so many times before.

ETF = Exchange Traded Fund, basically a fund that can be traded on a broker. Recently a US Bitcoin ETF was approved, and we're guessing if XRP would be one of the next crypto ETFs to be approved.

The SEC could argue that Ripple has grown their company's valuation in large part off of their illegal sales of xrp.

Or let's assume I'm wrong on all of that.
Couldn't Ripple claim hardship on the amount they are fined by the SEC?

I also just come up with another unrelated motivation for why Ripple would want to suppress the price of xrp, and thus the valuation of Ripple.
Once they come out with an IPO, they want it based off of the current flawed valuation of Ripple, that specifically excludes the xrp they have in escrow.
But, investors buying the IPO may ignore that valuation, and factor in the price of xrp times how much xrp Ripple has in escrow.

Once Ripple turns off the price suppression, xrp could massively go up in price.
This could lead to Ripple's stock value also going up in price massively.
From Ripple's perspective, its better for their stock to start out low, and then go up in price, from xrp raising in price, then the alternative.
It gives Ripples' stock a chance to grow, as opposed to it starting out high right away; which would have a greater chance of falling immediately.
Better to start out with an undervalued stock initially, than an overvalued stock initially.

A month ago I would have said your theory makes zero sense because:
US legal precedent says the sec can only go after what ripple profited from the illegal securities offerings; the gross of which added up to $700 millionish. You have to subtract any expenses ripple incurred during the sales to get the maximum amount the sec can get.

However, with the sec requesting and getting the odl records from ripple dated after the lawsuit was filed, I'd now say you might be onto something.
If Ripple has been willy nilly continuing to issue illegal securities, then every odl sale within the US over the last 3 years is also subject to the fine.
This would have incentivized ripple to continue to suppress the price to this day, as it would lower the final amount they'd pay the sec.

Yes, that's it exactly.
An extra bit is that most of those sales were to institutions outside of the USA, therefore, outside of the SEC's jurisdiction. SEC is trying to include those within the framework of the fine, which would greatly increase the amount the fine will be. Ripple is fighting that. This is one of the questions remaining, will the judge include those or not. If included, the fine could be into the billions. Everyone seems confident that the fine will not include those.
