If my understanding of the whitepaper is correct, plebbit is a text only, public protocol.
You can only embed media from sources like youtube, twitter, imgur etc, but you cannot upload.
Therefore, any illegal actions will be obviously and rightly tracked by special agencies through those centralized databases.
Additionally, plebbit is not a privacy protocol but a public protocol.
Users of plebbit's have their IP addresses in a public swarm just like IPFS/torrent/bitchute, so special agencies will be able to track criminal people.
The goal of plebbit is public free speech (to discuss contentious political, social, economic issues like on twitter). It is not a platform/protocol for criminals.
