Well, I'm not a tax expert, and idk if this is true, but I've read that there are other situations where you need to capitalize payroll expenses. Like, if you hire some guys to build a shed that the business will own, those wages have to be treated as capital expenses and amortized over the useful life of the shed (whatever the tax laws say it is). If you pay those same guys later to maintain the shed, that's an opex and can be expensed immediately.
The thing is building software isn't like building a shed. In very very very few cases can you build a piece of software, consider it done, and get 5 years of useful life out of it, especially for a small/young bootstrapped company still trying to get customers and grow. Every day is a combination of maintenance work and building new feature. It's impossible to distinguish the two.
If I swap the shed metaphor for a boat (and a shipping company): the shipping company hires some people (or a supplier) to build the boat (capital expense), then operates and maintains it over the useful life (opex). A software company is like paying the same people to design, build, and operate the boat at the same time. Also doing research to figure out what kind of boat they really need, and periodically tearing down their boat and building a new one. Software just isn't as stable as actual capital goods, so it doesn't make sense to treat it like one.
