In order for amendments to pass, its not a one time thing, where the validators just need to reach more than 80% voting in favor.
They have to maintain over 80% of the validators voting yes, for a 2 week period starting from the first vote over 80%.
If any of the validators change their mind during that 2 week period of time, and vote no, thus falling below 80%, then the amendment fails.
This was discussed several XSGs ago, when 2 of the validators changed their votes on AMM.
If you were away during those discussions, then I don't blame you for not knowing.
