when people route their currency around the dollar, they buy US treasuries and their currency becomes a compound of the dollar, people buy it because it's a dollar+ (they buy the bonds respectively)
exemple: the swiss franc

when people don't route around it, they get dumped in favor of dollars
example: JPY

if they're an exporting nation, they actually hoard dollars and devalue their currency on purpose, because all their costs are measured in their own local currency
examples: BRL, CNY, RUB
