Here's a trick, some charts only go up, and some move in cycles.
Energy is basically where it started 10 years ago. It's very cyclic. Something like Materials, Staples, Communications, Real Estate, and Utilities also move in cycles given their relatively low gains in that time as well.
But Discretionary, Health, Financials, and Industrials are all solid long term growth.
Tech remains king with the most concentration in the big companies. Tech is for DCA, especially on dips, and Energy is for swinging.
One big risk of tech is that it is the first to rise or fall in a business cycle, and because of the largecaps and concentration risk, things can be correlated and also subject to antitrust lawsuits. I'd use the broad index as a base, with increased tech exposure

I was born in 1985 and it was a bit scary at the time, I worried about losing my job as a new graduate. I agree with you that people weren't starving or anything though. I agree that a lot of people in the housing "crisis" just walked away from their homes because that was the best option but weren't exactly homeless either.
