Unless taxes, we know for sure that a quantifiable amount goes direct to other users. I think it's more akin to a service fee rather than a tax. Plus, to the best of my knowledge, Vitalik isn't using ETH gas fees to fund wars in the Middle East/Ukraine and pushing CRT in schools.
