A smart contract is highly customizable in the same way that a computer program is or a website.

You can code it any way you like. If you want to make it so only certain addresses can sell, you can do that. If you want to make it so you can mint tokens, you can do that.

You can even obfuscate tiny little "traps" in the code that will prevent everyone else from selling. Most of the people doing solidity dev aren't even going to necessarily understand or recognize the more elaborate rugs that use assembly code to hide the honeypot part

All it takes is a single conditional statement to make it a honeypot

Honeypot checkers try to simulate buys/sells, but they aren't perfect. This is no possible way to guarantee 100% that it is not a honeypot with automated tools. The people making the honeypots KNOW the tools you're using, and will test their contracts on those tools to see if it passes the test.

Without having someone familiar with solidity development read every line, and even then people can miss things too

OP if you want to actually make a change you will yell as loud as humanly as possible and track this scammer down. Ask uniswap for his IP.
Get on Telegram and make him click a tracker link that shows his PC, resolution, GPU, browser, IP, etc. etc.
That's how the scammer works, by making you only use micro $$$ that wouldn't bother you and he makes himself annoying enough to trace so you don't bother with him. This is most likely made by a bot, it's a rugpull/honeypot bot that creates like 10-30 tokens a day.
