Yields fell pretty hard recently across the longer duration treasuries on renewed expectations of rate cuts. Sometimes the advertising lags a bit and creates temporary situations where CDs might be worth buying.
Could also be some promo rate for small accounts in hopes that people will forget about the $10k they put in there before it gets rolled into a 0.5% CD rate in 2025.

If banks were actually in need of capital, then CDs could also become more competitive. Although modern Fed tools like the overnight repo have generally eliminated this concern. Banks now run on an infinite pool of liquidity as long as their lending portfolio isn't massively underwater to the point of insolvency. So the primary purpose of CDs today is to skim a little profit off suckers that don't know or understand the alternatives.
