Most of the basic features are in coreutils or particular projects with very few dependencies like wpa supplicant.

The situation is much better than Windows because the distro maintainers do watch the upstream projects. Windows will grab eg drivers straight from manufactures pretty much no questions asked and you end up with malware this way all the time.
