I actually worked at Deloitte for 7 years. What type of position are you applying for? At least for software engineering the two interviews are separate with one being focused on your social/workplace skillls. How would you handle this situation, what is a challenge you have overcome, etc. Standard interview B.S. That could be done by anyone in a high enough position, they may or may not know anything about your potential position.

The second interview is technical knowledge, for an engineer it's again the standard programming questions, this is done by a senior programmer or manager, but someone with the technical knowledge to know if you are answering correctly.

If you give me more details I can maybe give you a little more information. Deloitte is huge, their gross proceeds are bigger than the GDP of about half the world's countries, so your experience may certainly vary.
