Is a congo a good investment? I can’t really afford a house so I think I could buy a congo for like $160k and rent it out if I could afford to move into a new house

Heavily depends on the condo HOA. Many condo HOAs:

Don’t collect enough fees to maintain the property

Corruptly waste HOA fees so they end up charging more than they should

Only have a limited number of units that can be rented out and those slots are usually held by hoa board members.

Have an hoa board full of old people and condo management goes to shit when they stop being actively involved

If you find a condo with younger HOA board members and solidly managed finances, it’s a much better investment than a single family house. They are a needle in a haystack though.
