You can safely ignore the dow, it's a legacy metric that doesn't even make sense with how the price is calculated. You can't directly buy an index, you have to buy and etf that tracks the index. The easiest option would be to invest all the cash you have now into something like VOO and then keep DCAing from there as you get more income. Research boglehead strategies for more info
