Nothings hard about making one, it's making one that won't fuck up everything around it. They're too noisy, toy drones make loads of noise by themselves, imagine thousands of those that all weigh 1000x as much flying around all day. It'd basically be like everyone privately owning a helicopter, so listening to all your neighbors take off and land every morning and afternoon would be fucking annoying to deal with.
