It's not except they do it in a sleazy way to make you think your "tip" is a "gratuity" rather than a bid. Because the word "bid" makes you think "fee" and they already charge a fuck ton of fees, so another "fee" would turn more customers off. If customers are misled into thinking it's an optional tip they're more likely to order.

Employing drivers comes with a lot of additional costs, like needing to pay unemployment insurance, taxes, offer benefits if they work a certain amount of hours, and so on. Using contractors is much cheaper. Even pizza places are slowly moving away from employed drivers.

it is a weird system because the orders go out one by one to 'nearby' and available drivers so its not really a traditional bidding system but more so a gacha-ish style gambling system for the drivers and a marginal loss for most establishments. Mix in that people feel entitled to modifications for their tipped orders that the resturants never see, the loss from theft from driver and eater, and just general mishaps it is a race to the bottom for all involved besides those collecting fees.
