Short selling, leverage, etc. all should be banned. Islam is right about gambling/speculation.

However, since a fair and stable market will never happen therefore the government should at least restrict options trading to certain traders with a steep capital requirement ($100k+) and who also got a special options trading license from taking an entrance exam.
