Some places are nicer than others in Mexico, but neither living in Mexico or in your car in the U.S. is particularly ideal. You aren't moving to Mexico and calling it a day. Now you have to deal with ALL of the shit associated with that...getting insurance of various kinds, doing your taxes in a foreign country, maintaining a property with foreign contractors (something goes wrong with your toilet, now you need to find a Mexican plumber), dealing with their banking system, their medical system, and so on.

Lived in Colombia, it’s nice, but not what I would call safe, gets tiresome looking over your shoulder. Mexico City is relatively safe in the areas you would most likely be living. A hidden gem of a city is San Miguel De Allende which is a 3 hour drive from Mexico City. I prefer Buenos Aires though, the only issue is you need to carry cash everywhere if you want to get the full value (look up blue dollar) but the good areas there feel safer than most of the metro cities in the states.

I’ve heard good things but it’s not going to be cheaper than Buenos Aires. If cost doesn’t matter, than include Uruguay in the mix, but it’s a much quieter feel over there. So it depends on what you’re looking for. Best way to find out is by spending a month or so in each location and taking it from there.

Yes, Crazy Quarters, It's a pretty nice arcade. They moved right across the street into a new building since the last time I was in it though so they could have room for more machines, it's even bigger now.

They've been developing the downtown area pretty rapidly in the last few years. A lot of new stores have opened up, including Crazy Quarters. 1UP Games, a video game and board game store, also moved their location to downtown recently. Lots of coffee shops including a Starbucks that was built just a few months ago. The Bay City Loop is a nice biking / walk path that goes all around the city, including right by the river. Wenonah Park has events basically nonstop, especially during the Summer time. New waterfront restaurants like Uptown Grill and Real Seafood Company. There's a YMCA. The Bay City Antique Center is fucking MASSIVE and has tons of cool shit in it, definitely one of my favorite stores here.

There is some bad stuff too though, I won't sugar coat it. A lot of trash coming here from Saginaw and Flint. A lot more homeless people recently. There are some trashy neighborhoods. Bars and weed dispensaries are fucking everywhere ( you might like that idk, I think it's a bit ghetto). The bridge situation is pretty fucky right now, basically the city got tired of doing maintenance on them all the time so two of the four bridges were sold to private companies recently and are toll bridges now.

I'm also into urbanism and it sounds like a place that's doing a lot of things right. Revitalizing downtown with infill development, working on alternate modes of transit, keeping the character. The main issue is that a lot of places try to proceed by keeping the cost-of-living high enough that poor people can't move in, but usually what happens is that the middle class gets priced-out and either it becomes an elite tourist spot or the tax base falls out and it goes to shit. And if there are houses on the market for sub-$100k, AFTER the massive bubble we just went through, you're already in a bad spot.
My hot take is that the only way to preserve and advance a place like this is to have a plan to absorb and integrate a portion of the population that's in the bottom 3 regional income quintiles. People can still pyramid up off class signifiers like job prestige and expensive property while everyone in the community still has enough (for food, housing, community) that a culture of poverty and criminality doesn't develop. That means intercepting "trash" and offering a means of living that they can trust will be better than "trashy" behavior. They become invested in law and order and won't let people come in to fuck it up. Something about "building bridges."
