An interesting thing to do is take LT gains to save (in my case) 7% in income tax on the gain. There's no wash sale rule for gains, and it increases my cost basis, to reduce capital gains tax once I retire. I figure pay it now, when I'm getting income from a job. You're pretty much correct. Short vs Long term does matter though, but only if you have long term gains. It's a priority system so losses offset any gains, but long term losses offset long term gains first. This makes them inferior, because long term gains are advantageous.
Of course, if you have no long term gains then you can dump the long term losses to offset that year's short term gains, if any.

If you've held a position for 11 months and its down substantially, it's almost always worth dumping immediately, although I'd try not to align this with typical seasonal tax loss selling. Generally to avoid awkward timing and potential wash sales extending the holding duration into long term, I personally like to sell losers within 9 months.

I understand the concept, but in practice, I am putting 1,000/mo in the account, and paying taxes from my income. I would not put more in the account if my tax bill was lower. So the taxable event is external, and has no bearing on the compounding of VTI. I rotate to VOO if I ST tax loss harvest. Then back to VTI the following month, unless there is a large gain, then I just sit on it.

My other, um, strategy is having a joint account in my GFs name so that LT gains are taxed at 0% she makes under $40k/yr.
