The US did not have an income tax for most of that time bracket you posted, 1913 being when the 16th amendment ratified, and the first tax rates after ratification were 1% for income over $3k a year & 6% for income over $500k. The top rates did get cranked up at the end of WWI to pay off war debt, but one really important thing to remember about historical tax rates is that just because you see a big percentage at the top does not mean that the wealthy were actually paying that. The tax code used to have some giant loop holes & deduction, more so than today, that you have to account for. For example, at the end of WWI the top nominal tax rate was cranked up to 77% for income over $1 million, but the actual rate people in that income bracket ended up paying was more like 15%. It was WWII when the actual amount of income tax the feds collected skyrocketed.
