Depends. If the multiple is cheaper than that of the acquirer, then the end result is positive. Debt can also change the math. Cost synergies can help, but most managements will bullshit about potential synergies to justify an acquisition whether they truly exist or not.
A good example of a serial acquirer is Constellation Software. The stock screens expensive yet as they continue to acquirer small businesses the stock has compounded. It's somewhat ponzi-like as you'd probably rather just hold the cheaper stocks in the first place, yet the tax efficiency and convenience of longterm holding in a stock like this makes it viable. There are limits to growth, though - a stock which outperforms the greater market and does not return capital will eventually find it controls the whole market. At that point, outperformance becomes impossible. Berkshire Hathaway has probably reached this point.

High ROIC is definitely a key driver of longterm outperformance, but I feel like this is often only visible in hindsight. Plenty of people will buy shit like TWLO on the basis of massive continuous growth, but then profitability never comes. On the other hand, some internal investment are put into projects that do not translate to anything immediately visible. You really need to trust the vision and execution. So I tend to prefer outright value.
