ICO's are securities if they come with stipulations that make them securities. Ripple made everyone to whom they sold XRP sign a contract not to sell them for several years so the price will go up. That makes XRP sold to institutions a security. It makes a lot of other VC tokens securities as well. If the token was simply sold to the public in an ICO, and everyone who bought can do whatever they want with them, and the project who sold them isn't manipulating them to make the price increase or hyping up a price increase, then the token is not a security.

That doesn't mean it's a good investment though. Crypto is valuable mostly because of it being an illegal security. It's kind of worthless if people don't expect the price to go up.
