You can sell T-bills in an instant. The secondary market is extremely liquid.
But yeah, why do finance people use the word "cash" to refer to extremely short-term debt instruments? I guess because it's close enough to a bank deposit.

About 60% of my nw is in fidelity's money market "cash" positions at ~4.98%. It's pretty comfy.
