Probable answer. It's literally impossible that the world's goverments and media couldn't ID the dude in 14 years. I'd suggest the timing (same week as Obama's installation) implies it was a faction inside the US gov that's antagonistic to the ruling Bush/Clinton/Obama/Biden cartel.
