It's not a hard fork. BCH is a hard fork. LTC has it's own genesis block. LTC is just a copy/paste with 4x faster block times and a different mining algorithm (scrypt). If LTC had a 500 billion dollar market cap, it's fees would still be 4x cheaper than Bitcoins. It serves a purpose for P2P transactions as it is essentially bitcoin with low fees.
