Here's the only objectively correct MGS ranking, meaning this carefully takes into account how well-made they are (in every aspect) and how true to being an MGS game they are – so any other ranking is just opinions and feelings and personal preferences:

#1: MGS is absolutely amazing, one of the greatest games ever made, almost magical.
#2: MGS2 is extremely good.
#3: MGS3 is very good, but less solid than 1 and 2, and more cartoony and comical.
#4: MGS4 is between "very good" and "good" – overall it's less good than 3 although better in some ways, it has its problems but partly makes up for them in other ways.
#5: Portable Ops is good, but has gameplay aspects which isn't MGS at all (in the same ways that Piss Walker isn't MGS – but PO is overall certainly more of an MGS than Piss Walker).
#6: Twin Snakes is bad, it's in many ways an insult to the original.
#7: Piss Walker is shit, it's presented as being an MGS game but is only an MGS game in some few limited ways, while Piss Walker is based on the Portable Ops story (it mentions the events of PO, whereby it establishes itself as the sequel to it) it absolutely fucked up by focusing on the worst gameplay aspects of Portable Ops.
#8: MGS5 is absolute shit, it's also presented as being an MGS game but it doubles down on everything that's "not MGS" in Piss Walker and takes that to an absolute extreme and introduces even more other new non-MGSy shit that has nothing to do with what an MGS game is about, so it's even worse than Piss Walker; it's even less of an MGS game; it's only MGS in name and vaguely in appearance.

Integral / VR Missions is great for what it is.
Snatcher and Policenauts are extremely good, both better than anything after Portable Ops certainly, possibly better than any MGS after 3 even – a bit tricky to compare them fairly versus the MGS games.
ZoE is pretty good, but really nothing special, nothing like the above games. Totally destroys Piss Walker and MGS5 though of course.
