Oh I do pay the bill in full, I never pay interest. But credit reporting agencies check whatever is accrued at the moment of reporting during the CURRENT period, so if you leave it at 0 it just kind of stagnates your credit score, but if it's less than 10% but more than 0%, your credit score goes up.

Sometimes they can repo some of your property to pay off the debt. But it depends on your local laws and what kind of debt you have. If we are talking about large amounts of credit card or credit line debts, there is actually nothing they can do apart from intimidating you into paying.
