No, this would be debt being paid down faster than it's being created at the commercial banks.
Bank lending out credit creates most of the "money" that's in existence, when debt that created credit out of thin air is paid off, that portion of m2 stops existing.

Why don't all rich people just start a bank if they can create money?

They do. They can have let's say $1 billion of funds and go ahead and lend out $20 billion, and get the $20 billion back + interest over time. Actually free money for them.
In theory they could have $0 in reserves and lend out whatever they want.
The problem is that the interest to pay back the credit created out of thin air (principle + interest) doesn't exist, even in a fake sense, so someone else in the economy needs to borrow money to create the interest for the first guy to pay the interest on his loan.
M2 shrinking could break something really quick, the monetary system relies on perpetual growth of m2 to keep the scam going but eventually the system will break.

It's Sergey, he's come to save us. He dumps millions of link, and then turns around and burns the profits. Good news is he still has almost 50% of the supply left to dump'n'burn.

I wanted to visit the stones since like 2011 when I first learned about them. But I'm a PNW chad and just never had a reason to go to Georgia. Then in a flash they were gone. RIP Georgia Guidestones. They killed the stones, not the idea.
