Do poor people still have to file taxes yearly? I can't imagine most blacks even remembering to do the paperwork yearly, much less filling out the forms properly.

Yes, unless they have a very low income (like less $13k for a single filer). That said, some gibs programs are paid out via the tax refund system (like the Earned Income Tax Credit), so most low wage earners still have a strong incentive to get their taxes filled out. There are plenty of companies that offer tax filing assistance in these areas, often times taking their fee out the refund, or even offering a "refund advance" i.e. if someone is getting a $3k "refund" the company might offer to pay them $2900 now if they sign over the $3k refund coming later.

I don't understand the EITC. What makes a person qualify for it because some of the guidelines seemed vague and contradictory last I remember, like it was a trap. From what I hear it is a trap and they use it like a trap to audit poor people.

The qualifying factors are mostly income & number of dependants, though stuff like military status & disability can also factor in. The IRS has a tool on their website to show if you qualify or not. A fair number of poor people do get audited over it, mostly if they are doing something dumb like trying to claim dependents they don't have, or the like.

How does that work if you have two or more jobs? Especially if you do not want one employer to know what you make at the other employer (or even that you have another employer).

Anyways, in the US the feds have decided to use the income tax return system as a place to shove all sorts of odd deductions & credits, which throws a giant monkey wrench at the idea of having your employer file taxes for you in the US. Stuff like deducting mortgage interests, deducting medical bills, tax credits for buying an electric car, credits for improving your HVAC system, that earned income tax credit thing mentioned above, and so on, all of which people may not want to share with their employer.
