Checked, Paraguay has quite an increase in GDP levels, labour is cheap so is the living cost. But definitely it's more of a corrupt country that some other south American countries. Also, they don't have access to the ocean if you care about those details.
I would rather try, Argentina (extremely cheap, amazing food and women, watch for the nuggets though, Uruguay quite stable expensive compared the others, Brazil, gay favellas and trannies but quite different from the other south American Spanish speaking countries, Chile, if you like being gay you can do it there)
