That's horseshit. The National Socialist economy was reliant on continued production and labour to keep things running, no different than any other economy. The orientation towards conquest was simply the focusing of labour and resources into military production rather than into civil projects. The autobahn are a prime example of public works being a large focus of the economy prior to the buildup towards war.
