I should not have said "the author of Matthew"; I don't know how wrote Matthew and with what intent, and based on what data.
However, the saying itself could have been popular enough to find its way into the final text of the Matthew, and having originally reflected xenophobic sentiment among the Jewish population against "those foreigners coming in, and you even talking to them! Giving them your pearls!! To these pigs!!!"
You could imagine some Tucker Carlson type character having yelled it at some "liberal hooligan". And, in the story, if as a minor element, Jesus does hang out with elements seen as undesirable, like "tax collectors" and "prostitutes". Had his attitude been to see them as "undesirables", he would hardly have spent time with them. Thus it stands to reason that it wasn't, and thus, he would not have said something like that, and meant it in the popularly understood sense of "other people are shit".
The was a lot in the way of interchange of ideas, but one can indeed imagine some "establishment" like the Pharisees, as well as conservatively-minded people in general, not wanting (no offense) "those Greek homos" around. I also somewhat doubt that the historical Pharisees would have, for instance, told a miraculously healed man to "stop working on the Sabbath" by carrying his mat. Ok, maybe if that one was a particular busybody asshole, he would've made the remark, but he would not then seriously have confronted Jesus about the supposed "violation". He might have, perhaps, challenged him with Torah-based riddles to test this miracle-healer (they had no X-Box back then), but he would not have seen miracle-healing as a crime.
More importantly, the entire parable is exactly the kind of instructive story that the Pharisees loved to tell, and its point would have been exactly the same too.
If people hated the Pharisees for anything, it probably was for offering some Aeasop's Fable 15 fucking times a day.

Pigs were the quintessential unclean animal and were closely associated with the Gentile communities in the region which kept them in large numbers. Pearls were a luxury of extreme value.

The problem is people need to have an enemy to feel good about themselves, Jesus found solace in undesirables because they were always working on trying to become better.
Heal themselves, be good to others in small communities etc.

They were actually desirable to him, much in the sense I do the same, I tend to find people who are down, having mental issues, existential crises, trauma, despair.

I find no interest in those who have no cracks in their foundation because they have evaded the blows of life.

Eventually when it cracks and they need repair they will eventually become desirable.

Buddha taught the same thing, he walked from the murderer who carried a string of ears who had the intention of murdering the Buddha.

As he chased the buddha he calmly walked away, chasing as fast as he could he could never catch the man, eventually stopping and confronting him, realizing the power that stood within him from pure bliss and good intention.

Immediately he stopped murdering and although reviled throughout communities was the Buddhas most loyal student.

Yes I have read Matthew. And I believe he is right. If you have ever traveled or done business in a pagan land, you would know how common the behavior he describes is. And we are seeing this godless behavior increasingly in America as we are being flooded with people from pagan lands.
