At the rate things are going we really do need to accept the necessity of going full throttle on 1970s mode. Superfluous office space isn't even filled with people that need an excuse to get out and 9 to 5 their lives away anymore. The only avenue for that is if the government agrees to a contract for essentially fair market value per square foot of a living quarters, a triple net lease, renovation costs, and everything else associated with housing mentally ill. That would be the only buyer willing to pay exorbitant costs of housing people with no money and actively destroying the building. Once the building owner gets tired of dealing with the government not raising rent payments, they'll sell the building to some jackass thinking thats a good business deal of secure income from the government for 20 years at a time.
