Stablecoins are not blockchains in and of themselves. Look Tether for example, it runs off the ETH network. If you move Tether from one wallet to another you end up paying an ETH fee. Because the stablecoin is working off of another layer 1 network.

CBDC's basically the same as stablecoins but they are backed by the country that issued them. Not some random company like Tether.

And when they use XRP for the layer one for CBDC's they will be very fast, low energy usage and the fees are super small practically free.
