The people who are shorting out in the open aren’t the ones who are going to fail to deliver. It’s the traders. They don’t want to touch it anymore. Volume, on the other hand, is a bit more complicated. Volume spikes usually occur because of news or because the price has reached a contentious price point where a lot of people have stop losses and limit buys waiting. The most recent volume spike occurred during earnings and the news of insiders buying. Some of this volume was due to short covering which explains the recent decrease in short volume. Just because traders don’t want to short the stock anymore doesn’t mean there’s going to be an increase in volume. Every trade needs someone on the other end after all.

Because citadel is a market maker and they control the buy and sell side of the market via infinite liquidity, meaning they can and have been literally intercepting orders before they hit exchanges and matching them to other orders or orders of their own to keep the price within a channel. Borrows going down mean legitimate shorts doing things the legal way are cashing in and getting out, which should increase the price significantly but doesn't because of what I've just described.

Citadel is literally allowed to asspull as many shares as they like to service the market with how things work in all reality. Small players follow the moves of big ones to make money in the market, so seeing borrows plummet but the price stay stable is a somewhat big deal as it means the little guys are worried the big guy is wrong. That's bad because that happening fucks citadel as those legal short positions made what they're doing seem smart and way less fraudulent. Without it they look like fraudulent retards about to be heemed.
