There's no way SWIFT won't shelve chainlink indefinitely. Globally countries are already so desperate to dump SWIFT to avoid vulnerability to burger sanctions that they're willing to partner with China. If SWIFT came out and said "we're introducing new transaction fees tied to this fucking cryptocurrency" the only countries left using SWIFT would be the ones militarily occupied by the US
