I am really dumb and don't understand this properly.
But in my head, they have to pay their lenders and the dtc/dtcc (I forget which is which).
So they get money from people and those people expect a return on investment. And until the shorter actually redelivers the share, the short is still open and thus not closed (and if I've got this right, the lender's money is used to buy assets used for collateral for the shorts).
So then they also owe money to the banks every time the price goes up, to increase their collateral. But officially, they borrow from the dtc/dtcc who doesn't bother to check whether or not those shares exist or locate them.
That's separate to naked shorting though where they don't even borrow the share, they just tell customers that they have shares to sell them and assume they'll never have to deliver.
The latter is potentially really bad (especially with people DRS'ing) as it's on the shorter to locate the shares. The former is the dtc/dtcc's problem.
But that could all be wildly incorrect. If someone smart wants to weigh in that'd be nice
