Argued with my sister over not being able to find a job. She says that I don't get offers because when they ask me what salary I want I actually answer, she insists I should never answer this question and just tell them "make me an offer"... even though they ask it on applications and sometimes it's the first thing they ask when I enter the interview.

Is she right? Should I just not answer? I tried not doing it but they always insist and never tell me what the position offers when I ask. I'm not a Rocket engineer or something, just a graphic designer and giving an average salary that I'd hope they negotiate.
