This doesn't make any sense. Fellowships and TA positions (particularly for grad students) typically include on-campus housing that the university pays for or heavily subsidizes. Even in flyover states most people would barely be able to get by on 25k for a professional teaching position. Have you talked to other grad students to see what they are doing? There is 0% chance that an entire grad school is funded by family or loans.

My brother is doing a PhD at MIT and this is how it works. I studied a MSc at UW Madison and its the same thing.
I am afraid of doing a PhD for the same reason of being on food stamps for 5 whole years, even if it means being accepted at Cambridge.

College housing rent for grad students is still very expensive and not included. You are better off living rented with 5 other people at some old house.
