The "broker non votes" are shares in brokers that were not used as votes at all. Meaning they didn't instruct their broker (shares in Cede's name) how to vote. As far as I know "abstentions" are ballots where a person didn't vote either "for" or "against" on the nominee. I would expect that it would be easy for brokers to fudge the "broker non votes" number just so it all equates to what the float is expected to be. Not sure though, but any shares currently in Cede's clutches can be used how Cede wants to use them.
