There are but they've never been written literally anywhere and vary heavily from board to board, so people that aren't familiar with how a board works can easily get fucked, and sometimes even the jannies seem to forget themselves. For example, /mu/ allows Kpop generals to be instantly made after hitting the bump limit, while other boards require a general to fall off to page 10 before a new one can be made.

Why they don't just write these rules somewhere, I have no idea.
