In theory, the US Treasury could literally print $1 Trillion physical paper Federal Reserve Notes, then lock all of them away in a safe. As long as nobody really knew about it and it wasn't represented in M2 (basically the government just lies about it ever existing), then it wouldn't raise CPI because it's not in circulation. The velocity of that $1 trillion is 0. There would still be inflation however, because they would've literally just increased the physical money supply by 50%.

In practice, some of that "printed" money is used to buy government debt, which is directly injected into the economy via welfare, social security, medicare, military spending and paying government workers salaries. Etc, etc. I've typed enough.

CPI is also rigged as fuck. For one, it has all these subjective quality adjustments, like if a computer is 10% more expensive than it was last year, but has 20% more GHz or something, they call that -10% deflation. They also don't take into account spending habits changing. So if everyone has to start buying cheaper shit that didn't inflate, then the "basket of goods" becomes that cheaper shit that didn't inflate, so CPI is missing a bunch of the inflation that happens as people are forced to buy more things that didn't inflate in price, but probably did lower in quality or effective unit size.
