It's common for dealers to buy gold at spot price. If they don't, you just go to another dealer. Some might offer more than spot, for example goldsilver.be has such coins listed in their "buy back" section. Some other dealers have charts that show the buy back prices (for example, Acheter-Or-Argent.fr)
But if you don't mind a small bit of extra effort, you can also sell to a private individual, and probably get a better price. It might take more time if you're selling high premium collectible coins. But realistically, that's your only option to recoup the premiums on such coins.
But now that's only half the story. Now you also have to consider capital gain taxes, if applicable. The laws vary a lot, based on your country and/or state.

Yes, that's the problem with physical assets. If you have to move them they become a risk. If you feel like you need cross borders if shtf and aren't confident you can make it, one way of dealing with it is converting it to XMR or whatever and converting it back to metal at the destination. I had no problems taking my stack with me recently (not that big though) but for large amounts it's what I'd do if I was scared of getting my ass probed.
