I think the market is getting to far ahead of itself and pricing in a full blown pivot from here on out. You can sell your t-bills if you need access to the funds. That's literally what money market funds do when you shift your money in/out, except they're pocketing a small fee.
CDs are even worse. Objectively there's no reason to own a CD at rates below comparable duration treasuries. You take a penalty on the yield if you break the term and request to close it early, and in some cases the bank may outright deny your request. Plus treasuries have no solvency risk, although given your level of intelligence shown so far, it's unlikely you're talking about 250k+ here to where FDIC caps could come into play. Not that that's a meaningful risk with Goldman Sachs anyway.

To be clear, there's nothing wrong with leaving 1-2 months expenses in a checking account, or perhaps even more if you're lazy. That's a choice of convenience.
But actively making the decision to put money in these short term CDs being advertised at yields below t-bills is a sign of either absolute ignorance or legitimate mental retardation.

It continues to amaze me that you retards actually try to debate that there's a legitimate defense for your poor financial decisions.
