I've got $5k worth and I'm not going to bother transferring. TD is trying to scam $500 for paper certs as the only option they offer to take back custody. No free transfers out.
After the move to Kazakhstan, the current plan appears to be that they'll probably just split off the Russian shares anyway, then ideally relist the remaining company back on London.

My understanding is that due to sanctions in the US, I am not eligible receive any benefit from the Russian subsidiary anyway. There's also similar restrictions on the Russian side regarding payment of dividends to foreigners in unfriendly countries. So dividends will be stuck in an escrow account on one side, whether in my own name or the name of the custodian. Perhaps a broker from Kazakhstan would not enforce this, and perhaps being friendly Russia will not block on their end, but I think you'd be unintentionally violating the sanctions if you access those dividends. I'd rather not risk that given the small size of my position.
Outside the US though, you may be better off transferring your shares outside of western brokerages so that you do maintain full control. No point in subjecting yourself to the sanctions of a country in which you do not reside.

The other critical factor is what may happen to the Kazakhstan subsidiary. I've seen claims that as most American/European brokers do not integrate with the AIX, you won't be registered and will be unable to receive dividends or vote those shares. This remains to be seen, but personally I think the concern is exaggerated. The shares you hold right now are under the custodian's name. The shares will continue to exist on AIX under the custodial name. You should be able to exert control beyond the move, and if they do eventually return to London perhaps full trading access will simply be restored smoothly.

In end end, no one can know for sure what will happen. There are costs and risks to either choice. The decision is yours.

To be honest I don't trust a Kazakh stockbroker, the most reliable options suggested by POLY are in Cyprus which isn't much better.

I may just leave the shares with my UK stockbroker, swallow the paper losses and see what happens to save the hassle/expense of opening a new broker account (which would be taxable), if they reinstate the dividend i'll be getting around 2k a year tax free. I need to stop looking at the huge dip before I go insane and buy even more.
