(sorry it's not easy to copypaste that) My question is simple: The numbers after "Fiscal year to date" mean the money that was acquired through these debt transactions. The highest number BY FAR is with Bills. Does this mean that most of the debt the US has is in Bills or let's say it in another form: Are most people/investors buying bills instead of notes or even bonds?

Why would products like VIXM and ZIVB target the weighted average price of the 4-7 month VIX futures rather than just the roll yield between e.g. the 5 and 6 month contracts?
Quite simply when you get that far out on the term structure, the contracts are less liquid so you get less informative price action that doesn't accurately reflect mid-term volatility and yield. The 5-6 month might be in backwardation or have near 0% roll yield and it just be pure noise. Conversely, the 4-7 month roll yield targets the same constant maturity date but the pricing is much less noisy.
